2. Protect consitutional rights for every U.S. Citizen: Freedom of speech, press; Right to bear arms; The right to privacy and security; Grand Jury and Right to due process; Speedy and public trials; the other constitutional rights

3. Punish criminals and reward victims, not the other way around.
